Known for taking on a succession of lovers, Russian empress Catherine the Great (Tallulah Bankhead) begins a romance with dashing young military officer Lt. Alexei Chernoff (William Eythe). Alexei's fiancée, Countess Anna Jaschikoff (Anne Baxter), is understandably none too pleased about this, but supports her sweetheart's advancement. Meanwhile, Chancellor Nicolai Ilyitch (Charles Coburn) disapproves of the whole affair, and spars with Catherine about the ill-advised issue.
