Turnbotham Round is a sleepy English village which has had no crime in the past ten years. This makes its three policemen seem rather redundant, particularly when their Chief Constable suggests on the radio that perhaps the village does not need a police force at all. This leads to the trio trying desperately to create an artificial crime wave, but all their misdemeanors are foiled. Then, much to their surprise, they discover a real gang of smugglers.
