Ned Ellison is a man on the verge of committing suicide. Standing on a riverbank contemplating his life, he is suddenly knocked unconscious. On waking up, he finds himself in the home of Mark Cruden, a criminal who makes him an offer. Ellison is to assume a false identity and pretend to be the head of a criminal organisation, as a way of creating a false line of police enquiry. Although Ellison agrees, he starts to realise there is a very dark side to the syndicate, particularly when a young man kills himself outside the headquarters.
