When he is unsuccessful as a playwright, Dr. Paul Joseph Goebbels, takes position as a tutor in the home of Herr Quandt, in order to support himself. While Lodging at the home of Colonel Brandt , the true nature of his character is made evident when he becomes enamoured with the Colonel’s daughter Maria and is then driven from the Colonel’s home. After ushering for a meeting for the German Socialist Party, Goebbels becomes a diligent follower, which leads him to be made propaganda head. He soon becomes well known as the Scoundrel of Berlin, after his notorious attempts to force his attentions upon innocent & unsuspecting girls. Goebbels, who still has his sights set on Maria, the actress daughter of Colonel Brandt, secretly secures a contract for her with the famous UFA studios of Berlin, with her becoming an overnight success. However, he soon finds that his efforts to win her have all been in vain, when Maria becomes interested in a young doctor and then shuns Goebbels advances.
