Mrs Hegarty, a formidable old lady, has her dog confiscated by a pompous Scottish political bigwig, because she is unable to afford a dog licence. In view of the fact that he is running for high office, his actions appear a little strange. Frank Burden, a local journalist, thinks he smells hypocrisy in high places, and writes a long article attacking the gentleman, who promptly sues him!
